Overdyed to disguise hard water stains. Any "dusty white" coloring is from it being freshly laundered with liquid starch, a result that will vanish with wear and future laundering. A little stretch is left in the elastic, as is common with vintage elastics. Mends, darns, or other signs of wear or repair related to this piece may exist.
